Thank you very much for your letter of

()the 19th June enclosing the first drafts of the

Municipal Ordinances prepared by Hazlerigg.

Hazlerigg told us he was proposing to

ask you to send us these first drafts. At the

time when we were still going into the details

of the franchise, Hazlerigg very kindly came

down from Shropshire to see us, towards the end

of May, and although he had not brought back

with him copies of the drafts, he was able

to supply from his memory of them certain

supplementary information on matters of

detail relating to the franchise, which cleared

up a number of points which had not been

entirely apparent to us before. The result of

our conference with him was, as you know, the

suggestion in the Secretary of State's secret

telegram No.875 of the 1st June, to which you

subsequently agreed.

It was at that talk with Hazlerigg

that he told us he proposed asking you to send

us copies of the drafts, since he felt it might

save time and further telegraphic correspondence

with you if we had them by us. In the event,
